Oklahoma this year will join the ranks of other states that aim to attract and keep captive insurance companies in the state. Legislation passed this year designed to make Oklahoma one of the most captive-friendly states in the nation becomes effective on Nov. 1, 2013. Jerry D. Messick, managing director of the captive insurance management firm, Elevate Captives, was elected as the first president of the newly created Oklahoma Captive Insurance Association (OCIA), which was created with the goal of educating Oklahoma businesses about the many benefits captive insurance companies offer.
