In March, Congress passed the Homeowners Flood Insurance Affordability Act that rolled back some of the rate increases under the 2012 Biggert-Waters law. One of the provisions calls for refunds for people who already paid the higher rates. FEMA is supposed to come up with a mechanism for getting those refunds to insureds. Charles Symington, Big "I" senior vice president for government and external affairs, says his association is keeping an eye on implementation of this latest measure.
