Stamping offices go back to 1930’s, where they were designed to self-regulate the surplus lines segment of the insurance industry. The Texas stamping office was created in 1987 by Texas legslation due to the belief that there wasn’t adequate budget money for the Texas Department of Insurance to oversee Texas surplus lines. The purpose of the Texas Surplus Lines Stamping Office is to encourage the laws of the state through three primary areas: 1. evaluation of surplus lines insurance for eligibility; 2. to receive every surplus lines policy written in the state; 3. education.
